Delete all Passwords?

Is there any way I can make it impossible to create passwords and user
accounts on a computer with Wiindows XP Home Edition? Here we are at an
Academic institution and the instructor is having a hard time because some
students keep creating new account and changing passwords, even locking the
computer! Any Ideas? Thanks

Sounds like they are all Administrators.
Any Administrator can do and undo anything any Administrator can do.
Most likely the students should be all Limited Users.

The students are making themselves "Administrators", just by logging into
safe mode and creating new "Administrator" accounts with their own passwords,
deleting accounts, etc...a complete mess!!!! Is there any way to stop the
possibility of logging into safe mode and create new accounts?

What account are they logging to in Safe Mode?
Most likely the default Administrator.
You MUST password all account with Administrator access, including the
default Administrator.

Reboot and enter Safe Mode.
Select Administrator.
Then go to User Accounts in Control Panel.
Select Administrator.
Set a password.
Then change any Account Type to Limited that should not be Administrator.

Are these students violating rules by changing Account Type?
If not change the rules.
If so, enforce the rules.
Until then, the students and not the staff own the computers.
