Delegating Routing and Remote Access

I want to enable the helpdesk staff to use "routing and remote access" MMC
to determine who is connected, but without given them admin permission on
the server witch is doing the task.

The environment is W2K3 A.D., with RRAS on W2K server. If I add the
helpdesk group to the local admins group of the RAS servers, my custom MMC
works. Everything else pops up a login box for the RRAS server.

Is there a way of delegating control of RAS functionality in A.D. or locally
on the RRAS server.

Any info would be appreciated.
