Delegate - send on behalf permissions not working as described

I have been testing the Delegate permissions in Outlook 2003 and after
reading the "Delegate Access Permissions" in Outlook Help. It says that
"Author" or "Editor" permissions the delegate has send-on-behalf privilages,
however I can use the send-on-behalf with only reviewer privilages.

Is this the way it works for everyone else? Am I missing something, I've set
it up several times on two clean test accounts and I can get it to repeat.

If you want to grant only folder viewing permissions, don't use the Delegate tab in TOols | Options. Instead, edit the permissions on the folder's Properties dialog.

Thanks for the reply :)
Your solution works, however I am concerned from a user standpoint that the
help in Outlook states that you need author or editor permissions to be
granted the "send on behalf" action, when all you really needs is reviewer
privilages.
