Delegate rights vs Delivery option send as behalf

Outlook client xp/ Exchange 2003 environment. Send as behalf not working if
delegate rights is configured on client (outlook). Now I find that when I
add user to delivery option: send as behalf, user is able to gain permission.
Before it used to be enough to give delegate rights on client side. Is
there anything changed in Outlook XP?

Nothing changed. My guess is that the user didn't set the delegate correctly.
