Delegates issue

We are in an Exchange environment running Office 2003. A shared mailbox is
set up and rights given to only four users. Another user who is not expressly
given delegates rights has been able to send on behalf of the shared mailbox.
I had the permissions checked on both the server side and the client side.
This person is not listed as a delegate at all.

Any ideas out there? service pack installed causing issue?

The symptoms clearly indicate a permissions issue. In ADU&C did you check both the settings on the Security tab and the settings under Mailbox Rights on the Exchange Advanced tab?

I work at the desktop level. I had escalated this to the exchange team and
was reassured that no one but the specified parties had these rights.

The evidence suggests that they didn't look hard enough or in the right places. This is not an Outlook client setting.
