Delay sending for at least 10 minutes

I have Outlook set to send messages in the outbox every 10 minutes but
through sheer dumb luck I frequently click <send> just seconds before the 10
minutes interval is up, thereby eliminating my chance to kill the send.

Is there a way in Outlook 2003 to make a sent message wait -at least- the
full interval before sending? For example, I click send 30 seconds before
the end of the interval that message skips that interval and waits for the
next one?

Yes, you can use a Rules Wizard rule to defer delivery for all messages by a specific number of minutes.
