delay bug of some kind

I have a unique problem i have not been able to solve
with windows XP. When I right click on items, it takes a
good 15 seconds before the menu opens up.

This happens in a number of situations. From the start
menu, if i right click on a program to delete it from the
main menu, the hour glass comes up and i have to wait for
15 seconds before the file menu comes up so i can choose
delete.

When in windows explorer, if i right click on a file to
delete it or to see the properties, once I right click
the hour glass comes up and it takes 15 seconds before
the menu pops up.

Likewise, when in windows explorer, if i click on FILE
from the menu, I also experience a 15 second delay.

Any suggestions on how to remedy the problem?

Could be a number of issues surrounding the hourglass. Generally, the first implication would be upgrading RAM.
