DEFRAGMENTING

Defragmenting my computer ( Sony -XP Home ) seldom shows a Total fragmention
of less than 9% . Can anyone tell me why?
 
Any program running in the background cannot be defragged Any program that
was changed and needs to be written to the HD cannot be defragged. Go to safe
mode and run defrag there and see if you can improve on the 9%..
