defragmenting troubles

i am having a problem with defragmenting completely . it
will not complete the full defragment why?
 
Did u defrag in Safe mode Bill?

Press F8 on bootup after it posts
select Safe mode then try to defrag.
 
If there are some files in the Report which could not be
Defragmented - that is normal - unless you're really
looking for 100% Defrag then forget it! - or get a Third-
party Defragger
