Defragment Question

Hi there I receive an error message when I defragment my C drive that says
"Some files on this volume could not be defragmented. Please check the
defragmentation report for the list of these files." I started receiving this
message just recently. Before it used to defragment all of the C drive. When
I view the report there's nothing listed at the bottom where it says files
that did not defragment. The most it did was around the 45% to 50% range. So
I am wondering why this is?
Also I read some of the other threads about this and some of them said that
it needed at least 15% to defragment all the drive. My free space says 55%.

Some files are in use while defraging the hd.To defrag all,in system
properties/
advanced/virtual memory/change button,set C: to no page file,click set
2X,close
out,restart pc.Back in xp,go to run,type:cmd In cmd type:Defrag C: When
thru,
type:EXIT Open system properties,reset C: to "let system manage" click set
2X,restart pc.Sometimes it takes more than 1 or 2 X to defrag all,+ having a
2nd hd With a page file minimizes fragmented files,read kb555223
