defrag won't run

Win xp Disk cleanup runs, but defrag won't. flashes up and disappears.
Am allowed to copy os to cd once... computer will not copy. Can duplicate cd's but not backup cds.
 
try defrag in safe mode, with screen saver off. if not
then something else is wrong.
