Defrag & unmovable files

Why does Defrag not move 'unmovable files' and what are these files anyway?
I have defragged from another hard disk which moves all files. When it is
switched to become the boot hard disk everything seems to work OK.

Unmovable files are the windows base system (including the kernel,
system drivers etc.)

"I have defragged from another hard disk which moves all files."
That drive probably dose have windows installe,d and if it dose, then
it isn’t running.
