Defrag not defragging

I defragged with only 13% free space after I transferred to flashdrive &
deleted lots of videos & photos. After I still only had 13% & when I printed
out report, most of files that didn't defrag were from my Norton. 10 thousand
unable to defrag. Should I uninstall my Norton, then defrag & then reinstall
it all? I need more than 13% free & hardly have anything stored so I don't
know how I have so little space. I am sure I have alot of garbage in there
between me & my daughter downloading programs we never used or that were
properly installed. I really need to clean this out but have been reading bad
things about using cleaners so I don't know what to do. Please help. I'm
trying to avoid having to pay to bring it in to Best Buy or some other place
to have it cleaned out or whatever they can do. Low on money LOL. Thanks,
