"define send/receive group" does not appear

I have configured a pop3 account to outlook however it has ceased receiving
messages from the pop3 account. Send/receive does not work. Sending
messages still works. I have deleted the pop3 account and reconfigured it
but I still cannot receive messages. I tried to define send/receive groups
in accordance with the help instructions but when I click on the define
send/receive groups in tools->send/receive->send/receive settings, nothing
comes up.
 
with outlook open click >tools > email accounts > view or change existing
email accounts > select your mail account then hit "change". what error
message, if any do you get whe you press "test account settings" thanks David
