Deferred Delivery Unattended

I am trying to find a way to schedule the sending of email messages.
I need to send a number of messages on different days and would like
to just put them somewhere and let them go when it is time.
We are on an Exchange server
I am running Outlook 2003, but can migrate to 2007 if that will fix
this

Currently, I draft messages, set the deferred delivery and send. The
messages go to my outbox (although I believe they actually live in the
Message Store) and wait. **IF** nothing has happened, like opening
the message to verify something and then closing it without clicking
"Send" again, or having some update pushed out to my computer causing
a reboot, or rain in Debuke, the message will go as scheduled.

Just kidding, I know that if I reboot I have to go back in to my
outbox and resend all the messages and then do another "Send/Receive".

But if my computer isn't on, the messages do not go. How can I get
the Deferred Delivery to actually deliver when the deferral period is
elapsed, without intervention on my part?
 
do you have al the updates for outlook installed? Are you using cached
exchange mode?
 
All currently-available updates are installed (they get pushed even if
we don't install them, but I check frequently).
Not using Cached mode.

If I just post a message and never touch it, it goes fine. However,
if my computer is off, it doesn't go until it starts again. What I
need is to be able to set the message up and rely on it going, weather
my computer is on or off. Would cached mode make a difference?

if you are using exchange server mailboxes, it should go whether outlook is
running or not, but there have been issues if using cached mode. I thought
it was fixed for cache mode, but can't find the KB detailing it.

Triple check to verify you are not in cache mode - it's the default for
Outlook 2003 and 2007.

No, checked multiple times, no cached mode.

HOWEVER (don't ya love "however"s?), I have noticed that I am now
getting a delay in sending when I use F9 or the Send/Receive button.
I have also noticed multiple instances of Outlook running in Task
Manager after I exit the application. I do have other office apps
running, but nothing that should be using Outlook. When I shut down
all instances of Outlook services in Task Manager and then restart
Outlook, things seem to work better.

Is this a memory leak? How can I find out what is causing this
runaway service?

it's not a memory leak but something is keeping outlook open or opening new
instances.
