Default wallpaper or background displayed when Vista is locked

How might I change the default image displayed when Vista is locked?

I set desktop to a solid color and screen saver to None. Still get
C:\windows\web\wallpaper\img24 displayed when the workstation is locked.

Take a closer look. The background on the login screen isn't any of
the backgrounds in the C:\windows\web\wallpaper folder.

The login screen background wasn't designed to change although I'm
sure a nice registry hack can fix that.

I believe the background on the login screen is
C:\Windows\System32\oobe.jpg
