I don't speak German, but my Windows XP Home Edition
does. Can I change the default language setting? How?

Unfortunately, ordinary versions of Windows XP are dedicated to one
language. It is therefore necessary to purchase the version of Windows you
wish to work in.
 
This will convert your keyboard input to a regional variant.
It does not translate the language, unfortunately.
 
Look like at course in German then :-)
