Default keyboard layout

I'm using English Windows XP and English Office 2003. Since I selected
Chinese as the language of non-Unicode programs, when I enter data to a table
or a form, Access selects Chinese for the keyboard layout automatically.
However, the data I'm working on are all English and it is quite annoying to
switch the keyboard layout for each move between fields.

I wonder if it is possible to set the default keyboard layout of Access to
English without changing the System language. Thanks a lot!

AFAIK, Access gets things like keyboard layout from the operating system, so
no, it's not possible.
