Default keyboard langauge

I have a machine that came configured for "Spanish" KB layout, I've
successsfully changed the layout to LatinAmerican (it's a portable that
sometimes is used by other people) for the users but at the logon screen it
keeps the Spanish layout, the problem is that all our users' logon names
contain an underscore(_) which they cannot easyly locate so it becomes
frustrating when they cannot find out where the underscore is.

Is there some way to change the keybord layout used at the logon screen?

Registy editor:

Regedit
HKEY_users
Defaulo user
Keyboard layout
Preload
the key with number 1, edit it, chang the value to the correct one
