Default internet connection keep changeing ?

My client has xp-Pro / SP2. He has a dial up for the internet and also
networked peer to peer in the office. In the morning when he goes to the
internet icon and click it's say's "page can't be displayed" this is normal,
because the setting connection has changed to "never dail any connection" ?
What keeps changing this?

third party configuration software perhaps. Or, worse, spyware.
