Default date format that a service uses

My system was originally installed with the American
(M/D/Y) date format. One of my services generates a
report and picks up the default date format. Is there a
way to change the default date format without having to
reinstall the operating system?

Use tip 311 in the 'Tips & Tricks' at http://www.jsiinc.com to set it for each
user and .default in HKEY_USERS.
