Decrypting folder

My PC crashed and I had to re-install XP pro but my encrypted folder is not
accessable.
I have been able to "restore" restore points from the previous installation
and
I have "encrypted" copies of the registry

any ideas how to unencrypt the folder

Ensure that you have your file encryption key handy, then:
Start | Help and Support
Type "Decrypt" in the search bar
Pick the task "Decrypt a file or folder"
Follow the step-by-step instructions

Not sure what you mean by that. If you mean old copies of the system
registry when it was running with an encrypted folder, they are not useful
for removing encryption. Neither is the a copy of the old Windows folder
structure. A complete bootable image of the pre-crash hard disk might be;
you would restore this to a new drive and export the certificates from it,
then import them to the re-installation.

If by "encrypted folder" you mean that you applied encryption to specific
folders or files, what you need to do is to import the encryption
certificates you created at that time. Or, use the recovery agent you
specified.

Unfortunately, if you didn't do either of those things, chances are very
high that the data is simply not recoverable.
