There is no deactivation of Windows XP.
Remove retail Windows XP and install on another computer.
This may not be possible if Windows XP is OEM since OEM is normally
permanently tied to the original computer regardless the condition of
that computer.
You don't "deactivate" - if you want to remove it, boot from a boot floppy
and format the HDD. If you have converted to NTFS file system, then you may
need to boot from the XP CD, do a format and then exit the install
procedure.
