Simple question: Is there a difference between the command line DCPROMO and Going into AD Users and Computers, Right Clicking on the domain - and rasing the domain function level

Yes, there is a big difference, they do completely different things.
dcpromo is used to turn a member server into a domain controller, or turn a
domain controller into a member server.
Domain functional levels activate new features within the domain and you
only do this when you have no NT 4.0 BDC's in your network.

Yes there is a difference. You would use DCPROMO to make a member server a
domain controller or demote a domain controller back to being a member
server. Changing the domain function level has nothing to do with a
computer being a domain controlelr or not. It has to do with what mode the
domain is functioning (i.e. native mode or mixed mode)
