DCPromo Failure

I am trying to DCPromo the first 2003 Server in a domain with two 2000
DCs with one of those DCs also running Exchange 2000. When I try to
DCPromo on the 2003 server, I get the following error when DCPromo is
at the "Examing an existing Active Directory forest" after a few
minutes:



The operation failed because:

This Active Directory installation requires domain configuration
changes. Run the adprep /domainPrep command on the Domain Controller
(null) to make these changes and then proceed with the Active
Directory Installation.

"The server is unwilling to process the request."



I have already ran /forestPrep and /domainPrep on the appropriate DCs.
Eventlog has nothing in it. If more information is required, please
ask.

Any suggestions as to my next steps to take?

It appears that the replication of the ADprep has not made it to the server
we are contacting during dcpromo.
Prior to run adprep did you follow this article.
