cannot add new Win2k3 DC to Win2k Network

I have troubleshooting adding a 2003 dc to a 2000 network. I have run,
adprep forestprep and domainprep. I have used ADSI to see the system\domain
updates\operations to see if the domainprep worked. I only see 9 containers
in that folder and the nnumber does not increas. When I try to dcpromo my
new server, I receive the following message: This Active Directory
installation requires domain configuration changes. Run the adprep
/domainprep command on domain controller (null) to make these changes and
then proceed with the Active Directory installation. I have followe KB
articles plus tons of other documents and I cannot figure this out. ANy
ideas on how to fix this? This is a single subnet network and replication
seems to be fine.

What does the adprep logs say?
systemroot\System32\Debug\Adprep\Logs.

Also, just to rule out a possible misconfiguration, are all your internal
DCs and clients only using the internal DNS server and not an ISP's or
another DNS that doesn't host the AD zone?

Do all of the SRV records exist under the zone, including the _msdcs
delegated zone?
