DCPROMO Fails with Error Code 8451

Trying to add a 2nd dc. Dcpromo fails when it attempts to replicate the
configuration container.
The Schema replicates fine, it's just the next step of replicating the
configuration.
Dcpromo.log show that it starts replicating the configuration container,
received 534 out of approximately 2440 objects.
But they very next line says "Error - Active Directory could not replicate
the directory partition CN=Configuration, DC=.............
The dcpromo program fails with a datbase error.
Ideas?

I have copied the system state to a test pc to try and get this to work. I
have ran ntdsutil files repair and semantic database analysis. The only
thing it does is lower the total objects in the configuration container. I
still get the errors.


Any, and I mean any, advice is much appreciated!

Jorge,
that's pretty close to the errors we are getting when running dcpromo.
We are getting event a event id of 1173.
How can I get this hotfix to test?

you might the hotfix for free as you may experience an issue described in a
KB article

Called MS, they want $249 to assist with this. Considering all the time that
I have put into this, that is cheaper!
I have ran Windows update for the the test dc and the other member server
that I am trying to promote. Again, both are Windows 2000 Server boxes.
After running the compact and semantic programs, it has lowered the total #
of objects, but dcpromo still fails:
- received 1057 out of 2115 objects
- Error -The Directory Service failed to replicate the partition
CN=Configuration......
- DsRolepInstall for domain.com returned 8451

This sucks!

I was finally able to get the hotfix for Article ID: 826927 for free. The
unfortunate thing is that all the .dll, .sys and .exe that are within this
fix are older than what currently exisits on my member server. I ran it
anyway and still got the same result.
I tried to manuall remove data in AD after an unsuccessful dc demotion
Article ID: 216498, but there is only one server listed in the site, the
pdc.
So there are no orphans objects to delete in AD, what could be causing the
database error during dcpromo?
I am still getting the Event ID: 1168.

I just followed article id: 265090 from MS.
After modifying and importing the registry key during the schema phase of
dcpromo, I did have more entries in my DC's Directory Service event viewer
log.
Not much more was logged in my member server.
I did have event id: 1173 now show up, however there is no GUID in or around
this log entry.
According to that artile, there should be a GUID that is trying to
replicate. Once you find it you can delete it via ldp.exe and then it will
get tombstoned.
I have event id's 1072 1489 1490 prior to the 1173.
From the few responses, it appears that this is not a common problem? This
all started from a DC that failed, then having the remaining dc seize all
the roles. I did a metadata cleanup so that the dead dc was not listed
anywhere. Now we are stuck not being able to get another dc up for backup!
