dcpromo failed because file replication service won't start.

I'm trying to add a domain controller to an existing active directory
network. When I run dcpromo it fails with file replication service
failed to start. FRS will not start manually through services mmc. It
does not give a reason just that it did not start in a timely fashion.

Both servers are win2000 sp4
DNS is set up correctly
no other errors to speak of

Any advice?

What Service Pack?

Try a Repair Install from original CDRom
Both servers are win2000 sp4
DNS is set up correctly

Although I doubt the above is due to DNS, problems with DNS
are the single largest category of AD problems -- so reading someone
with a broken AD saying "DNS is correct" always makes me wonder...

To speak of? How about that you don't mention?

It's amazing to me how many times the problems that I am
ignoring are part of the problem that I am trying to solve.
