sysvol replication problems

We have (2) Win2k DCs w/SP4. We are preparing to add a Win2k3 DC to the the
Win2k domain. However, there is an error showing up when we run DCDIAG. On
the first DC, which seems to be causing the problem, the DCDIAG log has this
error:

"Starting test: frssysvol
* The File Replication Service SYSVOL ready test
File Replication Service's SYSVOL is ready
......................... bigdawg1 passed test frssysvol
Starting test: frsevent
* The File Replication Service Event log test
There are warning or error events within the last 24 hours after the

SYSVOL has been shared. Failing SYSVOL replication problems may
cause

Group Policy problems.
An Error Event occured. EventID: 0xC0003500
Time Generated: 12/07/2005 19:04:04
(Event String could not be retrieved)
......................... bigdawg1 failed test frsevent"


The second DC, which performs all of the operational roles for the domain,
has the following error when you run DCDIAG:

"Starting test: frssysvol
* The File Replication Service SYSVOL ready test
File Replication Service's SYSVOL is ready
......................... ESCNT2 passed test frssysvol
Starting test: frsevent
* The File Replication Service Event log test
There are warning or error events within the last 24 hours after the

SYSVOL has been shared. Failing SYSVOL replication problems may
cause

Group Policy problems.
An Warning Event occured. EventID: 0x800034C4
Time Generated: 12/08/2005 05:25:47
(Event String could not be retrieved)
......................... ESCNT2 failed test frsevent"


The event log on bigdawg2 has the following event:

"The File Replication Service is having trouble enabling replication from
ESCNT1 to ESCNT2 for c:\winnt\sysvol\domain using the DNS name
escnt1.escdist.com. FRS will keep retrying. Following are some of the
reasons you would see this warning.

[1] FRS can not correctly resolve the DNS name escnt1.escdist.com from this
computer.
[2] FRS is not running on escnt1.escdist.com.
[3] The topology information in the Active Directory for this replica has
not yet replicated to all the Domain Controllers.

This event log message will appear once per connection, After the problem is
fixed you will see another event log message indicating that the connection
has been established."


I have verified that [1] and [2] are not the problem, but I don't know how
to verify that [3] is not the problem, or is this even a problem I should be
concerned with.
