Date & Time settings

Hi,

A few users would like to have the ability to control Date & Time settings
on thier worksations becasue of testing purposes.
Everytime they attempt to change the clock to a certain time, 10 minutes
later it adjust back to the right time again. They are part of a domain so
I'm not sure if that has anything to do with it. Please advise, thanks
 
domain pc have to have time sync with domain controller for file sharing and
authentication. Even non domain pc still have built-in time sync with some
internet site like one of the Microsoft site every now and then.
