database lock file not deleting after last user has exited

has anyone has a problem with netware 6 and access 2003 not deleting the
database lock file after the last user has exited.

I've no experience with Netware, but the first thing to verify is that
all the users have delete permissions on the folder where the database
and its lock file are located.
