Dali Atomicus - SOMEONE Please explain this!

so this is sort of related... but this is the busiest message board i could think of and i need a quick response

This picture is called Dali Atomicus by Philippe Halsman. I need to know how the water moves the way it does; it moves how you'd expect at first then, at the lower left part of the picture, it tails out. I know what i think, but i'm not going to say anything as to not bias your ideas/opinions

I don't think it's water at all... =P

It'd be really easy to get glass to look like that for
the picture.
