d: not available or accessible

Group policy prevents non admin personnel from accessing
their cd drives, when an admin logs onto a pc which has
had the cd rom disabled by GP and say for example installs
some software using the cd rom, the next time the user
logs on and opens any office document when they click file
open they recieve a message box saying the drive is not
accessible or is not available!!!

i am trying to find out how to stop this message appearing
can anyone help?

I can't open any floppy disk...my CD-Rom....my zip drive
or even play a CD.....I get an error message that says:

Windows Explorer
A:/ is not accessible
Incorrect Function

I can't even reformat because it won't open the cd to do
that....any help would be greatly appreciated...thanks...
