today I got a new computer which will play music cd's but
wont auto play cd roms, I can't auto run any programs or
install by using "run" or install in controll panel

Take your new computer back to the store and get them to fix or replace it.

Don't waste any of your time on it. This is not part of the out of the box
experience that one wants.

It should work and if it doesn't then it's not your duty to repair it.
