customizing XP

I cannot customize programs in start - programs the way it was possible with
WinMe.
even when I click Start-Settings-Taskbar and StartMenu-StartMenu(Classic
view)-Customize-Advanced I cannot even see all programs let alone change
anything, add folders....
Is there any other way to do this in XP?

Right click on the start button and select explore or explore all depending
on whether you want to customize the current user or all users. Expand the
programs folder and set it up any way you want.
