Search Microsoft's website (or dejanews.com aka google groups) for the
phrase "Customize Outlook Today". I guarantee you will find the
answer (it's a Msft Q article). I usually post the link, but am
feeling lazy today...
You are unable to customize Outlook Today after installing the Cumulative
security update for Internet Explorer (bulletin MS03-015, April 2003 (see http://support.microsoft.com/?kbid=813489). The work around for this problem
is to partially disable the update, customize your Outlook Today, and then
re-enable the update. This is described in Microsoft knowledge base article
820575 (see http://support.microsoft.com/?kbid=820575).
