Custom Forms

How can i create my Custom form like standard Outlook forms - with
enhancement inside (not in form code)?
For example: i design and develop my custom form and publish it into some
folder.
Items in this folder that used this form (with my fields ) processed by
workflow engine that "known" my fields. Some user can design own form based
on my form adding additional feachures using scripting code in form. He
cannot change my based logic that used for workflow engine work correct.
Somebody knows that tool?
I know Electronic form designer for Exchange clients, but forms that
designed it cannot editable by Outlook Form designer =((

You would need to design a new type of form from scratch using Extended
MAPI.
