Custom Actions in Rules

What is, and how do I use, "Custom Actions" in the Rule Wizard in Outlook
2003? I can not find anything in the help files or online yet.

I am trying to create a rule that moves an email to a folder, saves the
attachment and runs a macro that will create a distribution list based on the
email addresses in the file. I am using Access and am comfortable with the
macros (VBA) in both systems but frustrated with the rules.

Custom actions are .dll components created with Extended MAPI and C++ or
Delphi that add new rule actions. See

Your project could be handled with Outlook VBA running from a "run a script"
rule. See http://www.outlookcode.com/d/zaphtml.htm for an example.
