Cursor turns to hourglass...

The cursor turns to an hourglass whenever it passes over the taskbar.
I cannot use the Start menu because of this.
What has happened?
I also have a permanent Window Explorer box on my screen telling me that
windows has encountered a problem and needs to close.
Can anyone figure this out?

Looks like time for a re-boot.
 
I used safe mode to restore to a checkpoint, and upon restart the cursor
works anywhere on the screen , and the windows explorer box telling me "it
has encountered a problem and needs to close" has FINALLY gone away!!
