cursor seems fixed on one cell

cursor seems fixed on one cell and I have to quit excel and reload and sometimes that does not seem to work. What I am doing wrong?
 
hi,
check whether the scroll lock is active or not. if its active, press
scroll lock again and c that the light agaisnt the scroll lock does
not glow anymore. Hope it works
