Cursor multi-lingual popup box

When the cursor pauses over certain items in a window, a box with
multilingual translations of the item pops up. What is it? How can I get rid
of it?
 
You mean in tooltip ?
If yes, go to Display Properties > Appearence tab > Advanced > Scroll down
to tooltip > Choose the font tahoma
 
No, but I've found the answer. It's actually the Google Toolbar's word
translator. I had it enabled. Disabling it removed the item.
