cursor errors

Once I click the cursor in Excel (Office 2000), it will not go to a different
cell, it operates as if i am dragging it. Also, I cannot use the top tools or
even exit. It is Contr-Alt-Del to get out. Tried downloading patches and
service packs to no avail. Problem happens with both touchpad and mouse.
