Cursor disappears, have to click mouse to reactivate window.

My computer is driving me nuts. For the last month or so, every 20 seconds or
so the bright blue frame of the window I'm in turns light blue and I lose the
cursor. I can't type when this happens until I click the mouse. Then the
cursor comes back and the frame turns bright blue again. I went into the
cursor box & turned the blink rate down to nothing. None of this seems to
help. It's driving me nuts.

Anyone know what this is? Any ideas on how to fix it? Maybe it is my
computer and not the s/w?
Running Windows XP.

thanks, when i posted the first time, i got "an error occurred" and my post
didn't appear to go through, so I did it again. then voila! i got two posts!
thanks for your advice on the other one, i'll try those things. btw, what is
TUI?
