Cursor blinks in upper leftt corner then finally starts Windows

One of my PCs displays a blinking cursor in the upper left corner for awhile
when I boot, then it loads Windows. Is this normal?

I found a document from MSN but it only deals with the problem of the PC
showing the cursor permanently and not starting Windows.

I found that the USB drivers where corrupted. The mouse was on a USB port.
After uninstalling them and reloading, everything works instantly.
