Cursor Blinking On Windows Boot

The computer will not boot up....It shows the startup screen of 'Gateway' and allows me to go into setup, if I want, but then goes to a blank screen with a blinking cursor in the upper left corner instead of a Windows XP screen...I have tried restarting several times and I get the same thing...What's going on and what can I do now

I have a PIII 650 Mhz Machine with 512 MB RAM and I am running Windows XP Professional SP1....I had been experiencing problems with Windows XP recognizing a 2nd hard drive I have (It would intermittently not recognize it upon bootup) after a recent move where I shipped the CPU.

Open the case and check the cables from the motherboard to the hard drives.
They may have been loosened in the shipment.

Don't open the case and start checking cables to see
whether or not they are loose without first shutting down
your PC and pulling the power strip/wall!
