current emails not being copied to the local drive

Are the offline emails stored in an .ost file?

Outlook 2003 has a problem in that it stopped copying new emails to the
local drive for offline use. Could this be related to the 2 GB limitation of
the .pst and .ost files?

If you're using cached mode, or old-fashioned offline mode, yes.

Yes, if you're using such a file upgraded from an older version of Outlook.
You can disable cached mode, delete the OST file, and then re-enable Cached
Mode & it should create a new one.
