Cumulative Security Update (KB823353)

I have installed this update via the update site twice. It shows up on
the scan for updates as still required as a critical update and not
installed. The installation history shows 2 succesfull installs.

Is it installed? How do I get the update site to recognize that?
Reboot and it still shows as a required update.

Running WinXP SP1 Home OEM.
