cacls via Group Policy no longer works after installing Security Update 839645

Running cacls via Group Policy no longer works after
installing Security Update 839645.

Running Windows 2000 Server (fully patched)
Windows XP Professional SP1 (fully patched)

Group Policy is working correctly - verified by dropping
a file.

cacls.exe worked prior to installing the following
Windows Updates:

Security Update for Windows XP (KB839645)
Security Update for Windows XP (KB841873)
Security Update for Windows XP (KB840315)
Update for Background Intelligent Transfer Service (BITS)
2.0 and WinHTTP 5.1 (KB842773)
Critical Update for ADODB.stream (KB870669)
Cumulative Security Update for Outlook Express 6 SP1
(KB823353)
