Ctrl shortcut keys stop working

Every so often one of my users calls up to complain his Ctrl-x, Ctrl-c, and
Ctrl-v shortcuts stop working along with the "+", "-", "*", and "/" keys on
his numeric keypad. I have replaced keyboards, given him a program to
clear his clipboard (Clipclear) and even re installed the keyboard drivers
from the XP CD. His keyboard is a generic 104 key with no fancy added
features and has been changed twice while testing this. The only thing
that brings back the keyboard's full functionality is a reboot. I have
tried both PS/2 and USB keyboards and both re-produce this error.
Reinstallation of windows is not an option. He has XP Pro SP2 with MS
Office 2003, Photoshop, Quickbooks Enterprise, Adobe Acrobat 6, Corel Draw
8 and nothing else, almost identical to mine. I have never had issues with
shortcuts working. I am stumped. Any ideas?

Note: I am a malware expert and can certify this system is not infected
with any virus/malware/spyware/rootkit/any other crap. He is very tight
with his system control and I am the only other person who uses it. He
generally uses the company intranet and never surfs the net except for his
program updates.

To use the Regedits: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
