Change of ownership Windows Disk

Windows XP is installed, registered and activated in my name on my pc.
I sell my pc and the new owner has his own XP installation disk and key.
He wants to remove my information (name) from the pc and replace it with
his own name and reg key.
Can this be done without reinstalling XP? (so not to loose installed
programs)
I think all he needs to do is create a new account (as administrator) and
then
delete my account. Would that completely remove me from the machine?
He also want to use his own reg key.
Is that all, or is there another way.

Deleting and adding accounts will accomplish nothing. The only way to do
what you want to do is if the new owner has the exact same license as you,
i.e XP Home/Pro, OEM, Retail, Upgrade. Microsoft has a tool to change the
product key, and changing the owner info is a simple task, Google will yield
results.

If XP versions are OEM, then you should include the XP as it forever
tide to this PC. Same as his other version.
